The objective function of a station location problem is developed as a cost minimization problem, which is a non-linear, and non-convex programming problem. The problem is formulated as a bilevel programming model. The concept of bilevel programming is applicable when two different stages of the problem share the common set of resources, but control different sets of decision variables to reach to the final solution. The station location problem is modeled such that the clustering of population is done homogeneously at the lower level, in order to obtain the optimal services from the stations, and at the upper level the cost is minimized, to optimize the number and location of stations.
