The ROK government had hardly been in office for two months when the army’s 14th Regiment rebelled at the port city of Yosu while under orders to 37 THE KOREAN WAR help suppress the continuing Cheju-do rebellion. Rebellious officers seized the city, joined with Communist cadres, killed some 900 rightists and police, and decamped to the city of Sunchon. Both cities were retaken by loyal ROK forces, who brutalized and shot captured rebels, but many insurgents fled into the nearby Chiri mountains to fight on as guerrillas for several years.

The canny Stalin realized that the North’s military was as yet underdeveloped for any offensive operations and that the Chinese civil war, although going well, was still undecided, and (a point that seems to have escaped Kim) American troops were still in South Korea. In fact, Stalin’s policy from the time of his establishment of the Soviet presence in the North, was a continuation of that of the Tsars of Russia, that is, the maintaining of a balance of power in the peninsula, and if this meant the continuing division of Korea, so be it.

Both State and the Pentagon wished to cut their losses and evacuate the South under the best conditions, leaving the problem for the United Nations. The Joint Chiefs in February 1948 concluded that “eventual domination of Korea by the USSR will have to be accepted as a probability if US troops are withdrawn”, but nonetheless planned for that withdrawal “at the earliest practicable date”. American financial and military aid would be provided, but basically once again the United States was about to wash its hands of Korea.
