If two alternate proposals are both similar in cost-effectiveness, it is possible that differences in social impact or sustainability can influence which alternate is selected. One exception to the above is a case where the implementation of automatic controls is expected to take a plant from violation of permit requirements to compliance. To some extent this is an economic consideration, since fines, penalties, and mandated capital improvement expenditures will result from consistent or chronic permit violation.

A conservative value for most plants is 25% reduction in energy cost for the aeration process by changing from manual control to automatic aeration system control. Most systems provide a simple payback of 3–5 years for the control system investment. There is a wide variation in the savings and cost of aeration controls. Plant size, expressed in terms of hydraulic load, makes an obvious difference in the total value of the savings available. Note that small and large treatment plants generally have the same unit processes—large plants just have more and larger equipment.
